A quota is a stay period (usually one week) that the property owner grants so you can enjoy the property with all the privileges of an owner.

Power of attorney

When you book, the owner issues a power of attorney transferring usage rights for that week to you. With it, you check in as if you were the unit owner, with full access to all facilities.

Why are the prices so low?

The owner has already purchased the unit and receives a yearly week assigned by lottery. If they don't use it or rent it out, they lose the right to that period. That's why prices are well below traditional nightly rates — it's better to rent affordably than lose the week entirely.
